The Papal States. V The Moniteur Of This...
THE PAPAL STATES . V The Moniteur of this ( Friday ) morning say 3 -. —" The < Jonstitutionnel has announced that the evacuation ot the States of the Church by our troops has been ordered by the Emperor , and that the French corps cl'armeejgs received orders to withdraw to CivitaVecclua . This jiews is at least premature . * ' . The official Vienna Gazette , of thil day ( Friday ) contains the following : — "As soon as the notification in writing of Cardinal Antonelli shall orrive here , it is selfunderstood that the evacuation of the States of the Church by the Austrian troops will follow ; because m this , as in the entry of the troops , the desire of the Holy Father is decisive . Election Intjeilioence,—Ilord Alfred Her...
Election IntjeIlioence , —ILord Alfred Hervey lias offered himselffor the representation of Bury * vacant by the elevation of his brother to the Marouisate of Bristol . — . General Oodrington has notified to the electors of Greenwich that he will retire ^ n April next from Parliament . Mr . Angersteinis the only candidate in the field at present . —John Hardy , Esq ., Ibrother to the Under Secretary of State for the Home Department , is canvassing the electors ^ of Midhurst . —There is a rumour , says the Cambridge Independent , that Mr . Wigram , one of the . Umversity members , is about to retire , through ulhealth . —The Earl of March , who lias accepted the office of President of the Poor taw Board , has sent an address to his West Sussex constituents . The noble liord defends the Refqini Bill of Government , and says there is a total absence of excitement on the subject . —From Tewkesbury , we learn that the Hon . 3 ? . Lygon , appointed one of the Lords of the Admiralty , is now occupied in canvassing the electora . It is said , that Mr . Gox , barrister , the unsuccessful candidate for Tewkesbury at the last election , intends coming : forward to contest the seat . This is one of the boroughs , which under the Government Keform Bill it is , proposed to deprive of one of its members , « '¦'¦» •* .- " Reform Meeting in the Citt . —A requisition is being signed to the Xord Mayor to convene a meeting in the Guildhall for the purpose of taking into consideration the Reform Bill , which was- introduced into the House of Commons on Montfay night by Sir . Pisraeli , I * is understood that the Lord Mayor is ready to accede to the wishes of the requiaitionists , and it is probable that Friday , the 11 th inst ., will be the day fixed for the meeting . Hbai . th qj JJoNpoN . —The Registrar-Generars returns state that the total deaths registered in the metropolitan districts , which in the previous week -were 1 , 156 , rose to 1 , 226 in the week that ended last Saturday . In the ten years , 1849-58 , the average number of deaths in the weeks corresponding with last week , was 1 , 223 ; but as the deaths in the present return bccured in a population whteh has increased , they can only be compared with the average raised in proportion to that increase , a correction which will make it 1 , 345 . The public health is , therefore , at present , so far in a satisfactory state that the deaths were less by 119 than the number ¦ which the average rate of mortality for the end of JTebruaTy would have produced . I ^ ast week , the births of 991 boys and 949 girls , in all 1 , 940 children , ¦ were registered in Xondon , South : AiemGA . —Oh Monday the Bishop of Cape Tpwn delivered an address in Manchester on the commercial resources of South Africa . Ho spoke in very globing language of the productions of that c ountry , and dosqribecl the efforts which were being made to civilise the Kaffirs . , Cardinal Wismman on ItAi . t .- — This personage presided on Wednesday at the anniversary dinner oi a charitable , institution connected with the Roman Catholic Ghurcli . The Cardinal , in proposing the health of the Pope , referred to kord Palraorston ' 6 speech of Friday evening , and expressed hip surprise tha , t the noblo lord should have forgotten that , a yeai ago , the Pope , relying upon the fidelity of the Roman people , proposed that Austria and France shoulc evacuate Rome .
