Similar , causes affect the price of coffee and tea , with the supplies of which the war can in no degree interfei * e . The raw materials of our manufactures , our food and luxuries , seem unaffected by the -war ,- which , however costly it may be to those engaged in it , seems likely , as long as we preserve ^ our neutrality , to do us no harm . It frightens us , indeed , lest it may reach us , and makes us incur very heavy expenses for warlike preparations , but it does not stop our trade .
The interruption of the traffic carried on by Austrian vessels between the Adriatic and the Black Sea is by this time probably repaired in a <> reat measure by neutral ships . The Greeks can employ their , vessels with greater advantage . Of late we have heard very little of our . shipowners . They do not continue to complain . Probably they have found out by this time how to carry on neutral trade , and the first alarm of a general war having blown over , they are now more prosperous than they -were when trade was so grievously interrupted in 1857-8 . Their defender in pamphlets , and their spokesman in Parliament , Mr . ~\ V . D . Seymour , has given notice of a motion to l'epeal so much of the ' Foreign Enlistment Act as
relates to transports and store ships which will add to their security and their trallic . We hope he will be successful , but we cannot well conceive a Liberal Pai-liament entertaining any motion concerning that . Act , remembering its origin and its objects , which stops short of totally repealing it . Government has probably relieved some of the embarrassment of the ship-builders by employing 1 , 300 of the merchant shipwrights in the Queen's dockyards , and may have obtained by this cxpenditui'e of the- public money . additional support in Parliament . We can , however , congratulate the country on the continuance of the national prosperity , though this has been in no decree j ) ronioted by either Whigs or Tories .
The worst effect immediately of the war was anticipated in out money market , anil we need not remind our readers that , as yet , money is abundant and the rate of discount low . There was a panic , but that had its origin in the minds of the dealers in stocks and shares , and was not the necessary consequence of the war . As long as we remain neutral it cannot hurt us , for dame nature is not like a slave" owner or a captain in Her Majesty ' s Navy , unjust and tyrannical , who punishes one person l ' or the result of another , or many persons for the neglect of one .

The late reports from the United States tend to the belief that the rates there , which have been much depressed for two years , are how in . a fair way of recovery . Crops in the west promise well a . more traffic is expected than in 1858 and 1857 . Some interest was excited to-day , by a statement in the second edition of the Times , that our occupation of the island of Perim , in the lied Sea is occupying attention in Paris . A long article has appeared in the Journal des Debats , on the subject .
Money still continues easy , though it is rather more in demand than it was . The terms of the market , however , are unaltered . Considerable arrivals ot bullion have occurred , some of which has gono to the Bank . A larger portion , 140 , 000 / ., was yesterday sold for the Continent . Thu most unpleasant fact connected witli this part of our journal is tho decree just promulgated by tlio Austrian Government to pay tho dividends 'on the National Austrian loan , whi c h , according to contract , were to . be paid in specie , in tho depreciated paper money of the Government . It is to bo given at tho rate jof 125 florins puper for every 100 Hariris silver , but ivs tho depreciation in the paper money is a larger por ccntngc than this agio , Austria has begun , as wo know sho would , to defraud her creditors . She has now entered completely on the descent to bankruptcy , and will , at no distant period roach tl > at haven of tho dishonest and disreputable . It Is , unforMmatoly , not likely , if tho war continue , that she will bo there without companio ns , burdened as all tlio States of Europo now are with enormous debts . Those burdens can scarcely bo increased , and tho expenditure of Govornment much augmented without making tho suffering peoplo impatient under tho onerous load , ltathor than risk revolution , statesmen may possibly consent to repudiation , or prefer bankruptcy , paying their debtB like Austria , with paper , that promises to bo as worthless as tho Austrian Government . Tho stock market was dull to-day . Tho constitution of tho Ministry has not givon satisfaction in tho City . In particular , tho appointment of SirO . Wood to preside over India , and Mr . W ith this was coupled a report that M . Lesseps is immediately to be provided with 10 , 000 labourers from France , to carry out his project of constructing the Suez Canal . Such a project if it be obtained cannot be agreeable to our new Premier ,, who lias expressed himself very strongly against it , and he will not like it the better from the possibility that these 10 , 000 organised labourers may be regimented soldiers . On such reports gloomy , and even alarmed feelings predominated , and as we hear , the stock markets were extremely dull . The Bunk of England accounts will be found subjoined . .

Friday Evening . Business everywhere continues steady . Tho corn market again declined to-diiy , under tlio influence of favourable weather . In Mincing-lane tho markets are firm . For raw materials of all kinds tlio demand continues good , and though wo cannot boast of that exuberant prosperity which made cvory man cheerful , business is sufficiently alive to keep tho mercantile world from being doprcssed or morose . Nevertheless there is a strong wish expressed for peace , and wo hear from Paris , Ilavro , and other parts of France , that tlio French , notwithstanding the success of j ^ ouis Napoleon , are very earnest in wishing for tho restoration of peace . A serious interruption to tho now prosperous trado of France would diminish vory much the Emperor ' s popularity .
