HOUSE OF LORDS . INDIAN FINANCES . The Earl of Ei-ivesbouough moved for copies of nil the ; notifications issued by the Goyomor-Gtmernl in Council , from 1857 to the present time , relative to the terms on whieli the Government of India would receive money on loaii . The papers had shown that the condition was deplorable of the Indian finances , and that was the reason he brought the question before the House , The ¦ Pour per Cents , had in a short time fallen fl per cent ., and the Five per Cents , had fallen b \ per cent ., and this had -occurred at a time when it could least be expected .- This fall could only be attributed to the erroneous financial ' policy of the Indian Government . He hoped it was not true that Government had--been unable to pay their servants in Outle , but only to give them subsistence money . ' ¦ ' ¦' ' '

Mr . \ V . 0 ; Stanley - gave notice , that in case the "Government Reform Bill failed to be read a second time , "he would move a vote of want of confidence in her Majesty ' s ministers . ' - . This ' intimatipn was received with Ipud cheers by the . anti-ministerialists . , ¦¦ ¦ ' . Some questions of minor importance were asked and answered , and . then the adjourned debate Avas resumed . THE REFORM BIIiL , DEBATE . Sir S . NoBrucOTii defended the Government bill and condemned the objections of the noble lord , the -member for Xdndon . He contended that Government would have placed themselves in a false position if they -Iia 4 listened ro the suggestions of opponents , and altered the bill in the way proposed to them . The House had been placed in a situation of embarrassment by the supcortex's of the noble lord ' s resolution , for they did not tell tlie House , in case Lord Derby ' s bill was defeated , whether they intended to bring forward tlie bill which * Lord John Russell bad some time ago introduced . There was one objection against the Government bill ¦ ••¦ which , had some force—it was , that the principle of uniformity was adhered to in respect of votes for boroughs and counties . He contended that the objection migh '; le met at once , if necessary , but he asserted that *• Government wei ^ e by no means rigidly wedded to this principle of uniformity . Let the bill g-p into committee , and then . alterations might be made in this or in any , other respect that might be expedient . If the resolution of Ihe noble lord had only reference to the second read-, ing of the bill , the House would not be plaeed in Its present dilemma . He hoped the House would vote for the second reading , that the bill might - go into committee , and there be amended . Mr . Cajibwem , considered that the bill contained no one point entitled to tlie honour of being called a principle . Tlie bill was only made to serve n purpose—to get rid of the real question . The present wns a great , opportunity . of . performing the important , duty ot revising the shortcomings of ; the old tteforin Hill , and , adapting it to the progress of the age , We could dp this without placing class against class ; but we could not do any practical good with the present bill . He understood that the principle of the bill was uniformity of fran-¦ ohise ; but he contended that this uniformity was ¦ contrary to the principles t-ecognised by tho constitution , lie considered the bill would only be productive of mischief , and ho thought , therefore , tho House ought to vote for the resolution . He denied . that tho bill could be dealt with or properly amended in committee , and that was a sufficient reason for r « . ; jeotjng it . Mr .
